Abstract


This study is a case study in Public Company Jasa Tirta I Malang. The study can be claasified as deseriptive study, because it is limited in attempting to classtify a problem or situation or facts as what is occurred so that it is just identify fact ( facty finding) entitled ? Management Controlling Increase Efektivity and Efesien to Personnel Functions In Public Company Jasa Tirta I Malang?.
The aim of the study is to know how managemen controlling to personel function being carried on and to know whether personel function has been carried on effectively in achieving target and efficiently in cost paying for persons.
As the aim of the study, analysis used is variance analysis between budgetting cost realization for persons. In the first step, showing facts as it occurred to clear objects that is studied. In the next step, studying canses why it can be occurred, so that it comparing causalities.
Personnel section as a part of Human Resources And general Affair in Organization Structure in the public company Jasa Tirta I Malang a has carrying on activity of personnel management those are recruitment and selection, training, maintenance, and using of humning resources as stated, by determination that is stated by company and ahs attempted maximally in fulfilling functions and assignments as it stated in the aim of company.
By controlling result that done by the researcher so that in can be said that personnel functions in public company Jasa Tirta I Malang has been Carried on effectivelyin achieving target and effciently in using personnel cost, because cost budgetting for persons is higher being compared with realization of personnel cost.
Based on conclusion of the study the researcher think that it is needed to infrom some implications, those are : to improve personnel quality it must be given attention about quality criteria to recruit persons more improved, so that it will get persons have agood quality, and imporved education and training program, so it will get persons who have loyalities and dedications to carrying on their task.
